Now...let me say this first...
*This is NOT to be turned into a debate on choice vs. life*
I simply think that this is a great thing. I see it as turning a negative into a positive (of course, from a specific viewpoint) and think it is pretty ingenious.
I can think of a couple other places that could use this type of tactic, like the AIDS Hospice I used to work for, for example.

Ignorance breeds intolerance. I've heard such dreadful things from people about AIDS that are just rubbish or even harmful. Education is the only answer.

I have always said that I would never wish HIV on anyone.
I've amended that to exclude those who believe that those who have HIV deserve it. I wish it on them. Perhaps it will teach them tolerance.

i think a lot of the time some people just look for an excuse to protest,not actually genuinely caring about the cause.

That's true- there is a big social aspect to protesting and, for the really committed, a full-on lifestyle.
That of course in no way invalidates protesting, but it's something to bear in mind.

It is an original and clever idea.
Perhaps one slightly troubling thought though-
part of why it seems such a genius idea is that it's combating something you disagree with in a intelligent way, but the same idea could be used to combat any form of protesting.
So, for example, the American government could set up a similar scheme whereby money is contributed per anti-war protestor; especially effective because many who support the war are very rich.
(I don't know if that would be legal, but, if it is, I'm sure there's ways round it).
