So, if someone moves out of a flat but hasn't paid a gas bill, and leaves a final notice by the company that the debt collectors will take over, will the debt collectors get the money from the person whose name is on the bill or the person that is still in the flat?

legally from the person named in the bill, but it doesn't stop them trying to get it from ANYONE in the flat. Don't give it to them and seek advice from your local Citizens Advice Bureau
Then if the debt collectors do come knocking you can just read out your rights and they'll have to leave and you can write to/call the gas company with the same info

thanks phew! Am a bit worried because I was sure the person had dealt with the bill and now there's this little surprise on the table that he claims to never have seen (as if the letter opened itself)... well, let's hope he pays it before they come and try and get it from me!

Only me and sister were in the house and this scary looking woman and man were banging on the door.
