If you answered yes to both of the thread title questions then you may wish visit THIS SITE. Basically the site is a place where you register your phone so that if it gets stolen or lost you can report it and have its number and handset blocked by all the networks thus rendering it useless to anyone who finds it or has stolen it. They also endevour to re-unite you with your phone.

This National Mobile Phone Register is being launched on 12 January 2005, supported by the mobile phone industry, the National Mobile Phone Crime Unit, the Metropolitan Police and other UK Police Forces, and the Home Office.

Phone crime in the UK is on the increase all the time and is rising at an alarming rate so do something to help stop it!

Er - I thought if you report your phone as stolen to your phone company, they do this anyway?

But i'm the same as Bird. My phone is 3-4 years out of date now. Not even in colour, doesn't have a camera or anything like that... ubbangel

yeah durbs the phone company do block it but only if you have a note of the IMEI number all they can do otherwise is block the SIM. which means they are still making money from selling on your handset.
