Posted: see - as everything in life - it has been an enormous learning experience... Pernem (as most other) police is highly corrupt, so next year according precautions will be taken...

Posted: the owner of Dunes (resort and restaurant next door to the proposed site) just told me on the phone that he's not interested taking on the entertainment (or catering)... "we're a quiet village" (there are 4 houses is the vicinity) and "people only realized after the event last year what you were doing there and had lots of objections against it." and "I got my house 200 m's down the road from my venue, I live in that village, sorry I'm not interested."
according to the conversation not only the entertainment section in the evening would pose a problem but also playing music in the daytime (even if it would not creep over the compound walls). Playing music one day would be okay, but (even soft) music played over the stretch of 6 days would definitely be objected by the village.

not because it´s "too much work for no return" - did it for the pleasure of serving the community in the first place - but it´s because I like to keep my sanity.
Goa has imposed a "17-different-documents-to-be-submitted-in-the-licensing-process-catalog" , amongst others:
- copy of business visa and passport - copy of letter of incorporation of the company organizing the event...
no problem with these steps, but:
- Non Objection Certificate (N.O.C.) from the owner - N.O.C. from local police station - N.O.C. from local Panchayyat (village authority) - N.O.C. from traffic police - N.O.C. from Fire Department - waste management plan - copy of the areal plan, adjurning road and properties - N.O.C. from noise pollution board (environmental protection authorities)
and a few others... the entire thing goes to the Tax Collector who has to write a recommendation and sends it to the Home Ministry of Goa. The Home Minister of Goa himself has to finally approve the festival.
Who knows Goa/ India, knows that this involves more bribe than an individual and non-profit event can eventually pay. Financially we´re back to where we started 3 years ago, as last season saw a double of investment and only half the participants (it´s still been one of the great highlights of the season).
Only after 20 more times attending Pernem court sessions for 10 second appearances, I still faced continuous troubling until I finally been able to leave India in April this year.
However there might be daily activities in and around Arambol throughout the season, so it´s still worth checking the family and their activities... we got a Facebook page - check and contact us there, or write PM here.
Sorry to say that the project will not find continuation from my end - anybody I can pass on the staff will find her/him blessed highly from the entire community
