i honestly find it bemusing that 1984 was set in the UK, and it seems like it is actually happening in the UK more than anywhere else.

when you see a country slipping like this it almost seems like a good thing to have US gun laws. keep the powerful afraid of the populace.

Anyway, Britons do have the power to make this go away. 1) Write to your MPs and tell them that they will be on the unemployment lines next elections unless this stops. 2) Follow through on your threat.

From a technical perspective, it's all possible.
Hell, I can go to the local gadget store and buy a key-logger.
We encrypted our wireless and put passwords on everything in the house because someone *was* sitting in our neighborhood in their car on a computer and took off like a bat outta hell when approached by my neighbor.
The virus already exists.

Now, legally, I know it doesn't hold up in the US (not that they don't use it, but that it isn't legal). Wouldn't it be illegal search and seizure/invasion of kind of deal?

It's all possible yes, but if you have even half a brain, and if you are breaking the law on your PC, you will do everything that makes if less likely for people to see what you are doing. Things like Tor, anonymous proxies and such will help. If you know about those things, you will know how to 'secure' your PC as tightly as possible - Firewalls, anti virus and spyware, even Linux to the extreme.
In my opinion, this will only catch stupid criminals who do not know how to even start covering their tracks.

Hardware keyloggers - put your entire PC in a safe!
Software keyloggers - either anti virus and spyware (might not be found by programs if coders instructed not to) - if not, go Linux and put a very secure password on your user login (uppercare, lowercase number and punctuation marks).

As for the "Police could email a virus in an attachment blah blah blah" - is this not the very same thing that we have been warned against for many years? Once again - only stupid people open attachments from people they do not know!

Regarding the "wireless network" issue - go wired, and make sure your computer monitor is not facing the window! (or just get your own Faraday cage grin ) (Further reading)
You secured you wireless network because someone was sitting in their car on a laptop? Hell, I secured mine when I got it, because that is what you are supposed to do! WPA2 PSK - and nothing less!

I should think it would be more laughable if they weren't able to do these things.

Just because people use computers does not mean they are savvy about them.
I know tonnes of people at work who don't know how to do sh*t on them outside of work and downloading porn. My super, in a computer lab, didn't know you can lock personal pc's.

I s'pose it depends on the illegal nature of what they're tracking how smart the people are.

man the UK's getting creepy with all this stuff. Push this down the slippery slope a bunch and maybe they will ban open source software, and comission MS to release a OS that has a backdoor installed for police survelance, then they censor the UK's internet access. not a whole lot those few who bother to secure their computers can do at that point. With the talk of banning pointed knives in the UK, and now this I really wonder what's going on. Im guessing theirs public consent for all this crap or they wouldn't have gotten this far, what ever happened to people being outraged?

i'd recommend trying out linux mint https://www.linuxmint.com/download.php

the new version has a windows installer that automatically sets up a dual-boot system. linux mint is based on ubuntu, so you get the advantage of the support network of ubuntuForums which is amazing.

do you have a 32-bit or 64-bit system?

the 64-bit version of mint6 (latest version) isn't quite ready yet.should be out v.soon though --- EDIT - RC1 of this is out now

the installation cd also acts as a live cd, which means if you put the cd in, reboot your system and set it to boot from the cd, it will go into the linux mint o/s without touching anything on your hard drive, which means you can give it a go without fear of messing anything up. obviously when running off the cd its alot slower than when installed.
