ooh! i'm guessing it was sprinkled on the staff end in some way. without some proper advice, i'd recommed trying a small quantity, whislt well dressed for the occasion (i.e. VERY safely) (edit, now i read the post below, that seems more likely)

GREAT SHADES OF ELVIS!!!! Ahem... yes quite impressive, if I had to take a guess (and I always do) I'd say that it's just a regular hollow staff with some lycopodium powder placed in both ends then spun vigorously.
Notice how careful he is to keep the staff level before he begins to spin? Bet that this is to stop the powder from simply falling on to the ground!
Could it be put into poi? I don't know but I'll be thinking about this
