Hmmm... EL wire might just work. I have also seen some glow fabric before but it was expensive. I'm not sure if either one of those would hold up for more than a few good cracks.

You could make one out of UV reactive fabric or dip a whip in UV reactive dye and use it under a UV lamp. Other than that I don't think much will survive the whipping action.

Well remember that it is laundry detergent so it doesn't really "dye" it. It sort of comes out in the wash
