I actually agree with your mate.

Sounds like you graphics card is not up to scratch to meet the minimum requirements for the game.

Have you tried contacting the publisher? Maxis or someone (I don't know, haven't got the game!)..

And have you checked the system requirements on the box with the specs of your PC?

That really sucks. Hope you can get it soted out!

What a wonderful miracle if only we could look through each other's eyes for an instant.

Ok, First thing:

Go to Windows Update (in IE: Tools > Windows Update) and download everything you can. Make sure you go though all the options (including driver updates)

Install and restart.

Go to
https://www.microsoft.com/windows/directx/default.aspx?url=/windows/directx/downloads/default.htm

And Download the latest DirectX (9.0c I think).

Install and restart.

Try to find out the make of the Graphics card. If you post the computer modal here I’ll be able to tell you. Download the latest driver from them (ATI or NVIDIA),

Install and restart

If that doesn’t work, you might have to change some things in the BIOS. PM me and I’ll give you my number so you can call me if you need more help.

When you bought the computer, did it include the monitor or are you using an older/used monitor? I know some monitors cant display certain resolutions/refresh rates that newer games are using (I know my monitor wont play EverQuest on the highest resolutions). If the monitor is brand new and came with the computer, this probably isnt the case. But its another possibilty.

Let's turn those old bridges we crossed into ashes.
