Is a penguin bar a biscuit or not?

In American a biscut is something that you eat at an evening meal perhaps with gravy over it (or if your southern you eat it at breakfast but that is a differnt type of gravy), not a snack. But I can see your penguin being something like a Kit Kat or a Twix. Chocolate outside with a crispy center type thing?
