coza, you are refering to a fire jump rope / skipping rope..... well thats where the link points anyway
I think what kahani is refering to is what is known as fire 'snakes', 'ropes' or sometimes even called 'whips'. There is quite some discussion on how to make them here

I just finished making a pair for myself - I think the picture gives you a good idea how I connected things.
