That is a waistwrap - but just to confuse things, when people talk about waistwraps they usually mean behind-the-back waistwraps
Which are the same, but you face in the other direction.

The stretch to reach around to do the circles which are now in front of your hips is pretty stretchy. More than ordinary side-plane behind the back stuff anyway.
