If it were not a question, I wouldn't reply to state that it wasn't, as by replying I'd be implying it was a question - therefore directly contradicting my answer. As such, I won't reply.

No, it's not. But it's enough of a fragment of a question for me to infer that it is short for "Is this a question?"... and thus am answering that.
Otherwise, any answer other than yes would have to be false as by answering it, one is assuming that it is.

so this whole thread is a contradiction? Because simply by replying you are implying that it was a question and it isnt, due to the lack of a question mark making it simply a statement.

Surely the 'Is' at the beginning is a questioning modifier - hence it's a question. 'This is' is a statement, but 'Is this' is never part of a statement.
Punctuation is a tool for representing speech patterns. When you as a question your tone of voice rises. This can be tried out by conciously changing the tone of questions or statements - and hence making them sound like the other.
