does enybody has any idea on how to make or where to buy poi that glows in the dark.... not under uv light

Try buying some Glow in the dark juggling balls and convert them into poi.
You can also buy lots of glow in the dark stuff for kids bedrooms (stickers/stars/mobiles etc) maybe you could make those into a ball for swinging.

Spike - this is just my personal opinion but i think you'll be better off buying something with LEDs in it rather just fluorescent stuff - the reason being that most of the glow-in-the-dark products are not bright enough but this depends on what you are using them for too; you can also try out glowsticks if you haven't so far...well in any case you know better what you need,
